The Opportunity

Reporting directly to the Chief Operating Officer, the Clean Fuels Compliance Fund Director will lead ERA’s new Clean Fuel Regulations (CFR) Compliance Fund. This pivotal fund allocates compliance payments to high-impact clean technology projects through both continuous intake and competitive funding calls.

Working in close partnership with the Clean Fuels Technology Director, the Compliance Fund Director will oversee strategic account management, implementation, and fund operations to ensure the successful delivery of ERA’s funding programs. This role requires frequent collaboration with ERA’s Executive Team and coordination with technical, greenhouse gas, finance, and strategy teams within a matrix organizational structure. The Director will also manage shared services across finance, communications, HR, IT, and data management to achieve fund objectives. This is a senior leadership position within ERA.

In addition to overseeing implementation, the Compliance Fund Director will be responsible for performance reporting, developing and tracking key performance indicators (KPIs), collecting supporting data, and providing data-driven recommendations to ERA’s Executive Team for program enhancements.

Key Responsibilities

  • Coordination with Clean Fuels Technology Director:
  • Collaborate to align funding processes with CFR Compliance Fund criteria, objectives, and regulatory requirements.
  • Share insights and stakeholder feedback to inform competitive funding calls.
  • Ensure a seamless experience for applicants and stakeholders across all funding streams.
Strategic Relationship Management, Outreach, and Compliance
  • Act as account manager for primary suppliers contributing to the fund, facilitating retention, alignment, and compliance reviews.
  • Build relationships with suppliers, regulated entities, and industry associations to understand sector dynamics and compliance opportunities.
  • Develop and implement stakeholder engagement plans and maintain the Client Relationship Management (CRM) system.
  • Serve as primary contact for Environment and Climate Change Canada and the Government of Alberta regarding compliance and fund performance.
  • Foster partnerships and identify strong project opportunities.

Budget and Financial Oversight

  • Manage the fund budget, track commitments, disbursements, and forecasts.
  • Oversee contribution agreement negotiations in collaboration with the Clean Fuels Technology Director.
  • Collaborate with the Finance Director for forecasting, reporting, and annual audits.

Regulatory and Policy

  • Maintain a comprehensive understanding of the Clean Fuel Regulations, and the advocacy needed to ensure effective implementation of compliance fund programming.
  • Communicate the challenges or barriers to delivering the program through effective collaboration with Environment and Climate Change Canada.

Performance Monitoring and Reporting

  • Establish and track KPIs related to GHG reductions, cost-effectiveness, and economic impact.
  • Oversee reporting, milestone verification, and third-party validation of emissions reductions.
  • Prepare annual reports for regulatory bodies and contribute to ERA’s business and annual reports.
  • Provide regular updates on project progress, portfolio performance, and financials to the executive team.

Governance and Continuous Improvement

  • Maintain a program risk register with mitigation strategies for executive and board review.
  • Establish governance processes to ensure fair, transparent, and conflict-free stewardship of compliance funds.

Communication and Impact

  • Collaborate on communication and impact plans to disseminate project learnings.
  • Represent ERA at public events, conferences, workshops, and speaking engagements.

Team Leadership

  • Supervise and mentor staff supporting the compliance fund.
  • Foster a culture of accountability, service, and collaboration across ERA teams.

Qualifications and Skills

  • Bachelor’s degree in engineering, science, business, finance, environmental studies, or a related field (Master’s degree preferred).
  • 8-10 years of program or portfolio management experience in energy, clean technology, or compliance-driven funding environments.
  • Experience in the fuels or broader energy sector is an asset.
  • Proven success in managing large budgets and structured funding programs.
  • Strong understanding of climate policy and regulation, including the Clean Fuel Regulations, GHG quantification, and low-carbon technologies.
  • Exceptional stakeholder management skills with industry and government leaders.
  • Analytical and detail-oriented, ensuring reliable program delivery within regulatory frameworks.
  • Collaborative leadership style, adept at working across organizational functions and leading shared services.
  • Strong interpersonal skills to build trust across diverse stakeholder groups.
  • Demonstrated budget management and program oversight capabilities.
  • Ability to use data, KPIs, and evidence for informed decision-making and continuous improvement.

Compensation

The base salary for this position is between $115,000 CAD to $152,000, plus comprehensive benefits.
